Regularisation of properties in unauthorised colonies in Delhi to begin from April 24

From April 24, 2026, residents of the identified 1,521 unauthorised colonies will be able to apply online for registration of their properties through the MCD's SWAGAM portal. Applicants with conveyance deeds or authorisation slips issued earlier by the DDA will apply for regularisation. Those without such documents will be redirected to the PM-UDAY portal to obtain these documents. The power to issue conveyance deeds or authorisation slips has been transferred from the DDA to the Revenue Department. Dedicated cells under additional district magistrates are being formed in 13 districts to issue conveyance deeds, with ADMs serving as nodal officers. The regularisation process is expected to benefit over 10 lakh households. The DDA had previously issued around 40,000 conveyance deeds and authorisation slips. A detailed standard operating procedure is being finalised. After issuance, regularisation certificates will be issued by the MCD through SWAGAM, and property owners will register via the NGDRS. The entire process will be online and coordinated across SWAGAM, PM-UDAY and NGDRS. There are over 1,700 unauthorised colonies in Delhi; 1,521 are being regularised, while 220 are excluded for being in prohibited areas or due to affluence.
