The Supreme Court directed chief secretaries to identify tourist-centric beaches, sites and pilgrim centres and establish a special mechanism to implement SWM Rules, 2026 at such locations. It asked the Union MoEFCC to issue a notification under the Environment Protection Act, 1986 delegating its powers to issue directions for enforcing the rules to district collectors for one year. Collectors will set up a 'special cell' with relevant officials to supervise, administer and implement the SWM Rules 2026, and will virtually inspect dumping sites and submit fortnightly reports to state secretaries. States were urged to incentivise well-performing urban and rural local bodies and penalise non-compliant ones. Industries could contribute to CSR-funded projects like compressed biogas plants to convert waste into energy.
