Mohali resident to get Rs 30,000 after filthy toilets in AC coach

The Mohali district consumer disputes redressal commission directed Indian Railways to pay ₹30,000 compensation to Surinder Kumar Munshi after toilets in his AC-3 Tier coach were found filthy during a 2023 journey on Train No. 09098. The commission ruled sanitation is an essential service and not merely humanitarian, rejected Railways’ contractor-cleaning argument, and ordered deposits to the commission's legal aid account and the Bar Association within 30 days.

Why It Matters

This ruling reinforces that basic sanitation is a passenger service expectation and holds Railways accountable for cleanliness, potentially affecting future consumer grievances against rail operators.

April 25, 2026

The Mohali District Consumer Disputes Redressal Commission partly allowed the complaint, holding that the toilets’ filthy condition substantiated the allegations. It rejected Railways’ argument that sanitation is provided on humanitarian grounds and not as a service, stating that basic amenities like sanitation are integral to the service for which passengers pay. It directed Indian Railways to pay ₹30,000 for mental agony, harassment and litigation expenses, and to deposit ₹15,000 in the commission's legal aid account and ₹15,000 with the Tricity Consumer Courts Bar Association within 30 days of receiving the order. The bench included president SK Aggarwal and members Paramjeet Kaur and Lt Col JS Bath; it also noted that contractor-cleaning does not absolve Railways of responsibility.
