Ladakh to receive its first master plan as LG Saxena signs MoU with SPA and outlines development steps

Him Sarovar: water harvesting project announced
The Him Sarovar project envisions the construction of 50 ponds (each 40x30 metres) to harvest glacial melt, addressing water security and irrigation challenges while creating sustainable livelihoods. The initiative has received support from the Indian Army, ITBP, BRO, and the local population.
Two Valley of Flowers sites planned for Ladakh
Two locations at Wari La and Choglamsar were highlighted to be developed into vibrant floral zones, effectively named 'Valley of Flowers', by the end of June to attract tourists and withstand harsh weather conditions.
Green cover and plantation initiatives announced
Saxena stated that Ladakh’s green cover is currently about 0.4% and set a target to raise it to 5% within two years. He noted experiments with planting Gulmohar, Neem, and Bamboo trees brought from Delhi, and reported that 7,000 saplings had been planted in the last 40-50 days.
Master plan to use AI and GIS for monitoring
The master plan will assess demographic, economic, environmental and transport parameters at city and regional levels and will incorporate modern tools such as AI and GIS to monitor climate change, vulnerabilities, and their impacts.
MoU signed with SPA, Delhi for Ladakh master plan
Saxena announced that the administration has signed a memorandum of understanding with the School of Planning and Architecture (SPA), Delhi, for a comprehensive master plan for Ladakh. The plan is described as the UT's first master plan and will cover all-round development, including tourism promotion with preservation of local architecture, a robust transport system, and curbing haphazard construction.
Saxena takes over as Ladakh LG
Vinai Kumar Saxena assumed charge as Ladakh lieutenant governor on March 13, 2026, after serving as Delhi L-G earlier in his career. Following his taking over, he said he had held a series of meetings with local administration officials, Ladakh-based bodies, and other stakeholders to discuss development steps for the UT.
