Gunmen opened fire inside the Sultanganj municipal council office in Bhagalpur district. The chairman, Raj Kumar Guddu, appeared to have been the original target; a government official was shot dead and the chairman was critically injured. Executive Officer Krishna Bhushan Prasad attempted to overpower one of the assailants and seize his weapon, but another gunman shot him at point-blank range.
