Swain and Om Prakash Rout, railway police constables, were travelling on a motorcycle after their vehicle allegedly collided with a scooter carrying two women near Ramachandrapur-Bhingarpur. The women accused the two policemen of misbehaving and attempting to molest them while helping them after the fall. A mob from nearby villages attacked the two men, tied them up, and took them to Capital Hospital in Bhubaneswar where Swain died. Rout was rescued and is undergoing treatment. Two FIRs were registered: one for attempt to rape against the deceased under Sections 62 and 64 of the BNS, and a separate murder by unidentified persons under Section 103 of the BNS based on Swain’s family’s complaint.
