He said the era is driven by data-based decisions and highlighted the role of accurate census data in implementing infrastructure, education, healthcare, social security and various public welfare schemes. The census is described as a means to ensure the last person in society becomes an equal participant in development, with a digital census being conducted for the first time. In the first phase, work on house listing and the housing census will be carried out, and the public was given the option of self-enumeration from May 7-21, 2026, via a digital platform. After self-enumeration, census personnel will conduct listing work door-to-door during field operations. The second phase would involve enumerating every individual, with caste enumeration included this time, and forest villages included for the first time. Uttar Pradesh’s estimated population is around 25.7 crore, and census operations will cover 18 divisions, 75 districts, 350 tehsils, 17 municipal corporations, 745 urban local bodies, 21 cantonment boards, 57,694 gram panchayats and about 1.04 lakh revenue villages. Around 5.47 lakh personnel are deployed (4.5 lakh enumerators, 85,000 supervisors, 12,000 state and district-level officers), with about 5.35 lakh already trained for both phases.
